Annual budget

The budget is adopted by the Municipal Council during a special meeting held in December. The budget includes all expenses, revenues and investments made by the City.

Annual budget

The budget serves to offer many services to citizens, such as waste collection, street and road maintenance (roadwork and snow removal), leisure and cultural services, drinking water, sewer system, etc.

Three-year Capital Expenditure Program (PTI)

The three-year capital expenditure program, commonly referred to as the PTI, encompasses all investments that the City of Saint-Augustin-de-Desmaures plans to make to maintain the City’s infrastructure; develop different spheres of activity related to leisure and culture; urban planning, etc. Funding for the PTI comes from long-term loans (debt and debt service). Currently, an analysis is underway to stagger investment planning over a five-year period, rather than the minimum three-year planning required by law. Accordingly, a five-year capital expenditure program should be tabled as of 2018.

GFOA Report (Government Finance Officers Association)

Saint-Augustin-de-Desmaures stands out, on the North American scale, by receiving the Distinguished Budget Presentation Award from the Government Finance Officiers Association (GFOA).

The Evaluation Committee recently analyzed the financial state of Saint-Augustine-de-Desmaures. Changes that drew the Committee's attention were as follows : • the financial restructuring and the 2017-2017 strategic plan; • the financial plan, short term, middle term and long term; • the administrative process of the budget presentation; • and dissemination of information about the financial details.

Mayor’s Report

Pro-rata Share

As a member city of the Greater Québec City Area, Saint-Augustin-de-Desmaures must pay a pro-rata share for “Area-related” services. Payment of this pro-rata share may be made through one, two or three annual disbursements.

Greater Québec City Area services include:

Economic and tourism development;
Municipal evaluation;
Public transportation;
Municipal court;
Public security (police and fire protection) with the exception of constables  who report at the local level; gendarmer
Regional land use and development plan;
Low-income housing and homeless people;
Management of municipal lakes and rivers;
